Don't copy HTML files or graphics files (or any other files) from another web site, unless you have legal authorization. Plagiarism is illegal. The only files that you should submit are the files that you created all by yourself.
"Borrowed" code - You must obtain permission from the author and/or credit the author's work.
However, it is perfectly acceptable to include a link to someone else's web site.
However, there are many sites that allow you to legally download files (code, graphics, etc.).
